우리의 비전

7. 우리는 이 목표와 세부목표들을 통해 대단히 야심차고 변혁적인 비전을 제시하고 있다. 우리는 빈곤, 기아, 질병 및 결핍 없이 모든 생명이 번성할 수 있는 세상을 기대한다. 우리는 공포와 폭력 없는 세상, 보편적 문해력을 갖춘 세상, 모든 수준에서 양질의 교육과 보건, 사회적 보호에 대한 공평하고 보편적인 접근권이 있고 물리적 정신적 사회적 복리가 보장되는 세상을 기대한다. 또한 안전한 식수와 위생시설을 가질 인간의 권리에 관한 우리의 약속을 재확인하며, 개선된 위생, 충분하고 안전 하면서 비용부담이 크지 않고 영양가 있는 식량, 안전하고 회복력 있으며 지속가능한 거주지, 신뢰성 있으며 지속가능한 에너지에 보편적으로 접근할 수 있는 세상을 기대한다.

 

8. 우리는 인권과 인간의 존엄, 법치, 정의, 평등이 있는 세상, 비차별에 대한 보편적 존중, 즉 인종 민족성 문화다양성에 대해 존중하고 인간 잠재력의 완전한 실현이 가능하며 공동번영에 기여하는 평등한 기회가 있는 세상, 아이들에게 투자하며 모든 아이가 폭력과 착취 없이 성장하는 세상, 모든 여성과 소녀가 완전한 성평등을 향유할 수 있고, 그들의 권익신장에 대한 모든 법적 사회적 경제적 장벽이 제거된 세상, 가장 취약한 계층의 필요가 충족되면서 공정하고 공평하며 관용적인 사회적으로 포용적인 개방된 세상을 기대한다.

 

9. 우리는 모든 국가가 꾸준하고 포용적이며 지속가능한 경제성장 및 모두를 위한 양질의 일자리를 향유하는 세상, 소비와 생산 패턴, 공기에서부터 땅, 강과 호수 및 대수층에서부터 해양과 바다에 이르는 모든 천연자원의 사용이 지속가능한 세상을 추구한다. 이를 가능하게 하는 국가 및 국제 차원의 우호적 환경과 민주주의 선정(善政)과 법치가 지속적이고 포용적인 경제성장, 사회발전, 환경보호 및 빈곤과 기아 근절에 필수적인 세상, 기술의 개발과 응용이 기후를 고려하고 생물다양성을 존중하며 회복력 있는 세상, 인류가 자연과 조화롭게 살고 야생생물과 다른 종(種)들이 보호받는 세상을 기대한다.

 

10. 이 새로운 의제는 국제법에 대한 완전한 존중을 포함하여 유엔 헌장의 목적과 원칙을 따른다. 이것은 세계인권선언(Universal Declaration of Human Rights), 국제인권조약, 새천년선언(Millennium Declaration) 및 2005년 세계정상회담 결과 (2005 World Summit Outcome)에 기반을 두고 있다. 이는 개발권에 관한 선언 (Declaration on the Right to Development)과 같은 기타 문서들을 참조하였다.

 

11. 우리는 지속가능발전의 건실한 기초를 마련하고 이 새로운 의제를 수립하는 데 기여한 모든 주요 유엔 회의와 정상회의 결과들을 재확인한다. 여기에는 환경과 개발에 관한 리우선언(Rio Declaration on Environment and Development), 지속가능 발전세계정상회의(World Summit on Sustainable Development), 사회개발세계정상회의 (World Summit for Social Development), 국제인구개발회의행동계획(Programme of Action of the International Conference on Population and Development), 베이징행동강령(Beijing Platform for Action) 및 유엔 지속가능발전정상회의(United Nations Conference on Sustainable Development)가 포함된다. 또한 우리는 제4차유엔최빈개도국회의(Fourth United Nations Conference on Least Developed Countries), 제3차군소도서개도국 총회(International Conference on Small Island Developing States), 제2차 유엔내륙 개도국회의(United Nations Conference on Landlocked Developing Countries) 및 제3차 유엔 세계재난위험경감총회(Third United Nations World Conference on Disaster Risk Reduction)를 포함하여 이 회의들의 후속 조치를 재확인한다.

 

12. 우리는 환경과 개발에 관한 리우선언의 원칙들, 그 중에서도 제7원칙에 제시된 공통의 그러나 차별화된 책임의 원칙을 포함한 모든 원칙들을 재확인한다.

 

13. 이러한 주요 회의와 정상회의에서 확인된 도전과제와 약속들은 상호 연계되어 있으며, 통합적인 해결책을 요구한다. 이에 효과적으로 대응하기 위해서는 새로운 접근법이 필요하다. 지속가능발전은 모든 형태와 차원의빈곤 근절, 국내와 국가 간 불평등해소, 지구 보전, 지속적이고 포용적이며 지속가능한 경제성장 실현 및 사회적 포용 증진이 상호 연계되어 있고 상호의존적임을 인식한다.

Our vision

7. In these Goals and targets, we are setting out a supremely ambitious and transformational vision. We envisage a world free of poverty, hunger, disease and want, where all life can thrive. We envisage a world free of fear and violence. A world with universal literacy. A world with equitable and universal access to quality education at all levels, to health care and social protection, where physical, mental and social well-being are assured. A world where we reaffirm our commitments regarding the human right to safe drinking water and sanitation and where there is improved hygiene; and where food is sufficient, safe, affordable and nutritious. A world where human habitats are safe, resilient and sustainable and where there is universal access to affordable, reliable and sustainable energy.

 

8. We envisage a world of universal respect for human rights and human dignity, the rule of law, justice, equality and non-discrimination; of respect for race, ethnicity and cultural diversity; and of equal opportunity permitting the full realization of human potential and contributing to shared prosperity. A world which invests in its children and in which every child grows up free from violence and exploitation. A world in which every woman and girl enjoys full gender equality and all legal, social and economic barriers to their empowerment have been removed. A just, equitable, tolerant, open and socially inclusive world in which the needs of the most vulnerable are met.

 

9. We envisage a world in which every country enjoys sustained, inclusive and sustainable economic growth and decent work for all. A world in which consumption and production patterns and use of all natural resources–from air to land, from rivers, lakes and aquifers to oceans and seas –are sustainable. One in which democracy, good governance and the rule of law, as well as an enabling environment at the national and international levels, are essential for sustainable development, including sustained and inclusive economic growth, social development, environmental protection and the eradication of poverty and hunger. One in which development and the application of technology are climate-sensitive, respect biodiversity and are resilient. One in which humanity lives in harmony with nature and in which wildlife and other living species are protected. Our shared principles and commitments.

 

10. The new Agenda is guided by the purposes and principles of the Charter of the United Nations, including full respect for international law. It is grounded in the Universal Declaration of Human Rights, international human rights treaties, the Millennium Declaration and the 2005 World Summit Outcome. It is informed by other instruments such as the Declaration on the Right to Development.

 

11. We reaffirm the outcomes of all major United Nations conferences and summits which have laid a solid foundation for sustainable development and have helped to shape the new Agenda. These include the Rio Declaration on Environment and Development, the World Summit on Sustainable Development, the World Summit for Social Development, the Programme of Action of the International Conference on Population and Development, the Beijing Platform for Action and the United Nations Conference on Sustainable Development. We also reaffirm the follow-up to these conferences, including the outcomes of the Fourth United Nations Conference on the Least Developed Countries, the third International Conference on Small Island Developing States, the second United Nations Conference on Landlocked Developing Countries and the Third United Nations World Conference on Disaster Risk Reduction.

 

12. We reaffirm all the principles of the Rio Declaration on Environment and Development, including, inter alia, the principle of common but differentiated responsibilities, as set out in principle 7 there of.

 

13. The challenges and commitments identified at these major conferences and summits are interrelated and call for integrated solutions. To address them effectively, a new approach is needed. Sustainable development recognizes that eradicating poverty in all its forms and dimensions, combating inequality within and among countries, preserving the planet, creating sustained, inclusive and sustainable economic growth and fostering social inclusion are linked to each other and are interdependent.
